Clary (Lowell) is the President of Clary Consulting, LLC.  Clary Consulting, LLC provides advisory services to governmental and private sector clients on developing infrastructure projects, public-private partnerships (P3s), infrastructure finance, and assist in negotiations of complex projects and agreements.

Mr. Clary specializes in infrastructure, funding, finance and P3s and has been recognized as an expert and innovator in the field.  Areas of expertise include:  Funding for  Infrastructure, including  Revenue Options and Ways to Increase Funding; Highway/Bridge Tolling – Traditional and Express Lanes; P3s; Development and Negotiation of Complex Projects and Agreements; Innovative Finance Solutions that Maximize Infrastructure Projects from Available Resources; Audit/Review of Complex Infrastructure Projects including P3s, and Federal, State and Local Programs and Relations. Mr. Clary has been active in funding options, finance and P3s for developing and/or advancing various forms of infrastructure including Compress Natural Gas, transit oriented development, highways, public transit, port projects, and toll roads/bridges.  He has been extensively involved in infrastructure programs/finance for over 30 years.

Mr. Clary previously served with the Florida Auditor General, and with the Florida Department of Transportation as Chief Internal Auditor/Inspector General and line manager including Deputy Comptroller, Chief Financial Planner and ending his 25-year public service career as Assistant Secretary for Finance and Administration.  He recommended and implemented Department policies related to finance and administration leading to many innovative solutions that led to a number of new funding, finance and project delivery options that advanced hundreds, if not thousands of transportation improvements to improve the quality of life for the travelling public.  Mr. Clary was also Deputy Secretary of Health and Human Services in Florida for three years.

Mr. Clary currently chairs the National Academy of Science, Transportation Research Board P3 Joint Subcommittee and is the most recent chair of the Transportation Research Board Revenue and Finance Committee.  Mr. Clary previously served on various national panels and committees associated with infrastructure finance, and is routinely requested to speak on these subjects at regional and national events.  Mr. Clary received two national awards from the ARTBA for innovation and national contribution in P3s.  Mr. Clary is a Florida Certified Public Accountant and a registered Municipal Advisor.
