Guy Lipa serves as Chief of Staff of the Los Angeles Department of Water and Power. In that role he leads the following groups: Communications, Intergovernmental Affairs, Community Relations, and Federal and State Legislative Affairs. Lipa also advises the rates, budget, and customer engagement divisions of the utility and serves as senior advisor to the General Manager.
Prior to joining the Department, Lipa served as an advisor to Los Angeles Mayor Eric Garcetti on core city service matters including the LADWP, the Los Angeles River Project and various public works projects. He also worked with the Mayor’s Economic Development team to leverage infrastructure and utility policies to meet economic development goals, stimulate the local economy, and create jobs. Lipa previously served as Senior Legislative Deputy to then-Councilmember and Council President Garcetti from 2009-2013. Lipa also served as a consultant in the private sector, focusing on clean technology and business start-ups and on the staff of former U.S. Representative and House Foreign Affairs Committee Chairman Tom Lantos in Washington, D.C., where he oversaw energy and environment issues and helped establish the Bipartisan Congressional Task Force Against Anti-Semitism as a permanent arm of the Congressional Human Rights Caucus.
Guy is currently pursuing his Executive MBA at the University of Southern California. He is a graduate of The George Washington University in Washington, D.C.
